A method for preparing a negative electrode active material. The method comprises the following steps: mixing potassium permanganate and hydrogen chloride in water to form a solution; and performing hydrothermal reaction of the solution in a hydrothermal kettle to generate manganese dioxide secondary balls, the solution in the hydrothermal kettle consisting of potassium permanganate, hydrogen chloride and water, the reaction temperature being 120ºC to 160ºC, and the heat preservation time being 0.5 hour to 2 hours. The present invention also provides a lithium-ion battery. The negative electrode active material of the lithium-ion battery consists of the manganese dioxide secondary balls.
