Disclosed are a non-oriented electric steel sheet, and a method of manufacturing the same. According to the present invention, the non-oriented electric steel sheet, comprises: 1.5-4.0 wt% of Si; 0.0005-0.02 wt% of Al; 0.01-0.50 wt% of Mn; 0.01-0.15 wt% of Sn; 0.15 wt% or less of Sb; 0.001-0.15 wt% of P; 0.004 wt% or less of C (excluding 0 wt%); 0.003 wt% or less of N (excluding 0 wt%); 0.0001-0.01 wt% of S; 0.003 wt% or less of Ti (excluding 0 wt%); and the remainder consisting of Fe and other inevitable impurities added thereto, wherein Al, Sn, Sb, and P fulfill the empirical formulas [Al]<[Sn]+[Sb] and [Al]<[Sn]+[P] wherein [Al], [Sn], [Sb], and [P] respectively refer to weight percentages of Al, Sn, Sb, and P. |
