A voltage sensor 5 detects voltage of the battery 3. Voltage change amount calculating means S102 calculates a voltage change amount dVs based on the voltage detected by the voltage sensor 5. If the charge/discharge current change amount dIs is equal to or greater than a predetermined value and the voltage change amount dVs is smaller than a failure determination value k, failure detection means S103 and S104 determine that the voltage sensor 5 has failed. |
