Provided is a photocatalyst functional film having a layered structure of a base layer, a barrier layer, and a photocatalyst layer, wherein the barrier layer is an amorphous TiO_2 film, and the photocatalyst layer includes an amorphous TiO_2 film and a visible ray-activated photocatalyst particle formed on the surface of the amorphous TiO_2 film. Provided is a method for manufacturing the photocatalyst functional film comprising the following steps: obtaining a TiO_2 amorphous sol by dehydration and dealcoholization by applying an alcohol solvent and acid to a titanium precursor; forming the barrier layer by coating the TiO_2 amorphous sol on the base layer and drying the same; and forming the photocatalyst layer by coating a composition formed by mixing the visible ray-activated photocatalyst particle to the TiO_2 amorphous sol on the barrier layer, and drying the same.
