A non-oriented electrical steel sheet includes chemical compositions including, in terms of mass%: C: 0.0001% to 0.01%; Si: 0.05% to 7.0%; Mn: 0.01% to 3.0%; Al: 0.0020% to 3.0%; S: 0.0001% to 0.1%; P: 0.0010% to 0.15%; N: 0.0010% to 0.01%; Cu: 0.01% to 5.0%; and a remainder including Fe and impurities, in which I 2¸=46.4 which is a diffraction intensity of Cu sulfide having a hexagonal structure shown at 2¸=46.4° and I 2¸=32.3 which is a diffraction intensity of Cu sulfide having a cubic structure shown at 2¸=32.3°, which are obtained through a X-ray diffraction of an electrolytic extraction residue, satisfy I 2¸=46.4 /I 2¸=32.3 ‰¤ 0.5.
