<P>PROBLEM TO BE SOLVED: To provide a safety management system for ensuring the safety of work with a considerably simple configuration. <P>SOLUTION: This safety management system for a railway track work includes: an on-vehicle terminal 4 which is mounted on a train to grasp the traveling position, portable terminals 1 which are carried by railway track workers to perform packet communication, information transmitters 3 for transmitting necessary information to the on-vehicle terminal 4 by Near Field Communication, and an administration server 2 disposed to perform packet communication with the portable terminals 1 and the information transmitters 3. The administration server specifies an information transmitter 3 corresponding to a portable terminal 1 on the basis of the start information transmitted from the portable terminal, grasps a work position for railway track work, and transmits the grasped work position information to a predetermined information transmitter 3. The information transmitter 3 transmits the work position information to the on-vehicle terminal of an approaching train.
