摘要 The present disclosure relates to a 5G or pre-5G communications system which is to be provided to support a higher data transmission rate after a 4G communications system such as a long term evolution (LTE). According to an embodiment of the present invention, a synchronization control method in a first cell, which is to control a first terminal of the first cell and a second terminal positioned out of an area of the first cell to perform the synchronization in a non-synchronization network, comprises the following steps: generating and transmitting a system information block (SIB) including resource allocation information of the first cell and resource allocation information on at least one adjacent cell; inspecting whether the first terminal is in a first mode which performs at least one of device-to-device (D2D) communications or detection for scheduling; inspecting whether the first terminal should transmit a D2D synchronization signal (D2DSS) when the first terminal is in the first mode; and transmitting, to the first terminal, scheduling information including transmission time point information and transmission reference temporal information of the D2DSS when the first terminal should transmit the D2DSS.
