Disclosed are a method for distributing and processing personalized data based on cloud, and a cloud server. The cloud server comprises a plurality of data servers in which data personalized by each user is stored. The method for distributing and processing personalized data may comprise the following steps of: assigning a user to any one data server selected from the data servers based on an activity index of the user, which indicates the availability of storage space of the assigned data server, for users assigned with at least one of the data servers; and distributing and storing the personalized data of the assigned user in the selected data server.
