The present invention relates to a carbon dioxide concentration transfer device which is capable of promoting concentration water production by producing carbon dioxide concentration water using high-temperature hot waste water and also reduces marine environmental change due to the hot waste water. The carbon dioxide concentration transfer device of the present invention comprises an automatic opening and closing device at an end of a concentration water discharging line which discharges carbon dioxide concentration water so as to prevent growth of marine adherent organisms caused by introduction of marine organisms or marine water quality.
