<P>PROBLEM TO BE SOLVED: To provide a high toughness, high strength mortar composition which early develops high toughness and high compressive strength only by usual curing even at low temperatures. <P>SOLUTION: The high toughness, high strength mortar composition includes cement, ultra-fine slag, a water reducing agent, a defoaming agent, and fine aggregate.
