An appliance operation information database (113) acquires operation information, which is the current state of operation and amount of energy expended of appliances (153a to 153c) used by a user, via a monitoring unit (163) provided in an in-home system (150). With respect to a type of situation wherein at least some of the current appliances are replaced with different appliances and/or a situation wherein another appliance is added, a simulation execution unit (105) calculates the degree of environmental load by way of a simulation in which the state of operation stored in the appliance operation information database (113) is applied to the different appliance or the other appliance, and presents a reduction plan for which the simulation has been carried out to a user terminal (151). The proposing of a reduction plan including replacement of an appliance or addition of an appliance to a user allows for effective reduction of the degree of environmental load according to an objective that is set by the user. |
