The present invention relates to a functional cosmetic composition comprising a leaf extract of Chionanthus retusa L. as an active ingredient for preventing or alleviating skin aging-related degenerative diseases. According to the present invention, the leaf extract of Chionanthus retusa L. is confirmed to have significant effects in inhibiting skin aging-related degenerative diseases, and particularly skin aging such as wrinkles or the like, through: antioxidant effect measurement tests (test example 1) such as an electron donating ability measurement test, a superoxide dismutase (SOD)-like activity measurement test, a nitrite scavenging ability measurement test, a xanthine oxidase inhibitory ability measurement test, etc.; and skin aging-related effect measurement tests (test example 2) such as a collagenase inhibitory activity test, an elastase inhibitory activity, etc. Therefore, the composition is useful as a cosmetic composition for preventing or alleviating skin aging-related degenerative diseases.
