<P>PROBLEM TO BE SOLVED: To provide a sheet cutting device capable of easy replacement of a cutter, and to provide an image forming apparatus. <P>SOLUTION: The sheet cutting device for cutting a sheet conveyed along a sheet conveying path into a predetermined length, includes a cutter housing 51 having: a cutter holder 101 for accommodating a cutter 50 constituted of edges oppositely disposed across the sheet; and a cutter base 102 for carrying the cutter holder 101. The cutter housing 51 is structured to be movable in a widthwise direction of the sheet while it is retreated in a thickness direction of the sheet from the sheet conveying path after cutting the sheet.
