The loading and unloading apparatus (100) for a powder coating facility comprises: a cart device (150) reciprocating in a prescribed section at a speed corresponding to a transport device (10) for transporting a workpiece (P1); and a lifting means installed on an upper portion of the cart device (150) to move with the cart device (150) and selectively lift and lower the workpiece (P1) simultaneously. A lifting bar (167) disposed on the lifting means mounts and fixes the workpiece (P1) on the transport device (10) or separates the workpiece (P1) from the transport device (10) while moving in a vertical direction. The cart device (150) moving at a speed synchronized with the transport device (10) which moves the workpiece (P1) reciprocates on a prescribed path of the transport device (10) and loads and unloads the workpiece (P1). Therefore, work can be continuously performed without stopping a coating line even when the workpiece (P1) is loaded and unloaded.
