Provided are an image encoding method and a device thereof. According to the present invention, a recording medium records a program run by a computer to perform inter-screen prediction. The program comprises: a step of determining one restored block, which is previously restored, as a reference block of a decoding target block depending on a reference block determiner; a step of determining motion information applied to the decoding target block depending on motion information of the reference block; and a step of decoding the decoding target block depending on the determined motion information. The reference block determiner can direct a restored block to be used as the reference block.
