The present invention relates to a device and a method to recommend a route. The present invention provides the device and the method to recommend the route based on a location information of a region and extracting the location information in a data-related region based on a sentiment information of data including location information. The device to recommend a route comprises: a region situation analysis unit extracting valid data including the location information in a surrounding area of the route among the data including the location information, calculating scores of each valid data based on the situation information included in each valid data, and calculating a route score in the route based on the score of the each valid data; and a route evaluation unit determining whether the route is proper by comparing the route score and a reference value.
