Disclosed are a transmitting/receiving system for transmitting and receiving mobile service data, and a method of processing data. The receiving system comprises a demodulator; a pre-signaling demodulator; a post-signaling demodulator; and a block decoder. A single transmission frame consists of multiple subframes, a single subframe consists of multiple slots, and the demodulator demodulates mobile service data allocated to some segments of at least one slot and received based on the decoded pre-signaling data. The pre-signaling decoder decodes the pre-signaling data allocated to a first slot of the subframe and outputs the same to the demodulator. The post-signaling decoder decodes post-signaling data allocated and received after the pre-signaling data. The block decoder turbo-decodes the demodulated mobile service data based on the decoded post-signaling data. The method for treating data of a broadcast transmitting system comprises the following steps: treating packets including broadcasting service data for a broadcasting service; FEC decoding the broadcasting service data included in the treated packets; performing permutation for the FEC-decoded broadcasting service data; randomizing signaling data for signaling of the broadcasting service data; decoding the randomized signaling data; and transmitting a frame including the permutated broadcasting service data and the decoded signaling data. The purpose of the present invention is providing a transmitting/receiving system strong to channel change and noise, and a method for processing data.
