Disclosed are a device and a method for searching parameters. The method for searching parameters by the device for searching parameters in accordance with an aspect of the present invention comprises the following steps: setting a plurality of parameter vector starting points for at least one determined dynamic population micro model; performing the dynamic population micro simulation at the parameter vector starting points and applying a result therefrom to a preset target function; performing the dynamic population micro simulation by using a plurality parameter vectors, moved by a preset slope drop coefficient in at least one preset direction at the parameter vector starting points, and applying the result therefrom to the target function; confirming whether the parameter vectors satisfy a minimum condition of the target function in the previous step; and determining a parameter vector, which satisfies the minimum condition of the target function from the parameter vectors including the parameter vector starting points and the parameter vectors, as an optimum parameter vector.
