The present invention relates to a swiveling control apparatus of heavy equipment which can prevent an upper part of the heavy equipment from sliding during a swiveling operation at a slope, by delaying the swiveling operation under the state of middle and high load, in case the construction heavy equipment like an excavator is located at the slope. The swiveling control apparatus of the present invention includes: a swiveling motor (210); a direction changing valve (250) for changing a rotational direction of the swiveling motor (210) according to a swiveling operation direction; an opening and closing valve (260) which provides pilot pressure according to the swiveling operation direction; an opening and closing time delay valve comprising a variable orifice (272) which is formed to be delayed when the pilot pressure is provided to the opening and closing valve (260) and a pressure-reducing valve (270); and an accumulator (280) which is connected to prevent a slip at the slope by supplying a working fluid while the operation of the swiveling motor (210) is delayed.
