Disclosed are a base station control apparatus which can optimally control activation/deactivation of a small base station by simultaneously considering a traffic amount and a signal interference in a heterogeneous network environment in which several base stations forming cells having the size different from each other, coexist in the same region, and a method for operating the base station control apparatus. The base station control apparatus comprises: a traffic amount confirmation unit; an interference confirmation unit for checking signal interference; an activation index calculation unit for calculating an activation index; and a base station control unit for activating a base station according to the activation index for the base station.
