PROBLEM TO BE SOLVED: To provide a method for encoding and decoding an image and the apparatus, enhancing error recovery performance of an intra-frame coding block and improving decoding quality of image data.SOLUTION: An image encoding method comprises: a step of determining a conditional intra-frame coding block in an inter-coding frame; a step of determining that an adjacent coding block near the intra-frame coding block includes an adjacent inter-frame coding block; a step of updating image data of the adjacent inter-frame coding block based on a fixed value or the image data of the adjacent intra-frame coding block included in the adjacent coding block; and a step of encoding the intra-frame coding block based on the updated image data.
