The present invention relates to a method for constructing an underground structure, such as a tunnel, a underground road, etc., in a non-excavation manner, comprising: constructing a launch base and a target base before and after a work section where a housing is installed; forming a steel pipe loop by hitting or press-fitting a steel pipe into the outside of a location where the outer wall of the housing and a slab have to be installed in the work section; and constructing an underground structure by pulling the housing, wherein a movable temporary support, which is to move together with the housing, is installed at the tip end of the housing; the pulling of the housing is performed by repeatedly carrying out a method of entering the housing after the internal space of the movable temporary support is completely excavated while the movable temporary support enters the ground beneath the work section by a predetermined unit distance in advance and supports an earth pressure on the upper portion of the steel pipe loop and a back earth pressure on the side thereof; and when the housing is completely pulled, the movable temporary support is separated from the housing.
