A plant growth-promoting agent including lactic acid bacteria having a plant growth-promoting effect. A plant growth-promoting method in which a seed, plant, and/or soil is treated with lactic acid bacteria having a plant growth-promoting effect. The Lactobacillus plantarum FERM BP-21501 strain is suitable as said lactic acid bacteria having a plant growth-promoting effect.
