PROBLEM TO BE SOLVED: To provide a transparent conductive film having a patterned transparent conductive layer, configured to prevent appearance from being impaired due to a difference in hue of reflected light between a pattern part and a portion immediately below a pattern opening, and a touch panel using the film.SOLUTION: In a transparent conductive film (10), a first transparent dielectric layer (2) and a transparent conductive layer (4) are formed in this order on a transparent base material (1). When a hue avalue and a hue bvalue of reflected light to be obtained when a pattern part (P) is irradiated with white light are aand b, and when a hue avalue and a hue bvalue of the reflected light to be obtained when a portion immediately below a pattern opening (O) is irradiated with white light are aand b, 0≤|a-a|≤4.00 and 0≤|b-b|≤5.00 are satisfied. |
