A method is provided for determining a capability for decoding a temporal sublayer of a video bitstream comprising at least one layer and one temporal sublayer of the layer. The method comprises decoding at least one of a profile id, level id, and tier id associated with the layer indicative of at least one first computational requirement. The method also comprises decoding at least one of a profile id, level id, and tier id associated with the temporal sub layer indicative of at least one second computational requirement. The method further comprises determining the temporal sub-layer of the layer to be decodable if the second computational requirement is lower than the first computational requirement.
