<P>PROBLEM TO BE SOLVED: To provide a fixing device of a resistance heating element system capable of stably supplying power over a long period of time while suppressing deterioration in thermal efficiency and an image forming apparatus. <P>SOLUTION: There is provided a fixing device 100, which fixes a toner image by feeding a recording sheet to a fixing nip formed by press-contacting a pressure member 210 to the outer peripheral surface of a fixing belt 200 having a resistance heating element layer, is provided with a pressure pad 220 for supporting the fixing belt 200 at a fixing nip position in a position facing the pressure member 210 inside of the fixing belt 200. A power supply member 206 is provided with an annular member 201 which is rotatably supported with the fixing belt 200 and fitted to both end openings of the fixing belt 200 outside in the rotation shaft direction of the fixing belt 200. The fixing belt 200 biases the power supply member 206 against the annular member 201 from the outer peripheral surface side of the fixing belt to a position facing the annular member 206 by installing an electrode part 203 at both end openings of the fixing belt.
