Provided is a method for producing exfoliated graphite in which a reduction treatment is not required and exfoliated graphite can be easily and reliably obtained. The method for producing exfoliated graphite includes a step of immersing a carbon material having a graphene-laminated structure in a liquid containing a liquid substance having a surface tension of 50 mN/m or less at 20°C and a step of heating the carbon material by radiating electromagnetic waves to the carbon material immersed in the liquid, in which, in the step of heating the carbon material by the radiation of the electromagnetic waves, the liquid in contact with the carbon material is gasified, thereby exfoliating the carbon material.
