The step (a) takes place in a high frequency gas plasma formed on the basis of an inert gas, the step (b) takes place with polyacrylic acid using a high frequency gas plasma generated from a gas mixture, which comprises an inert gas and a first gas comprising biocompatible- and polymerizable carboxyl groups containing monomers, and the step (c) takes place using a second gas containing acrylic monomers.
