PROBLEM TO BE SOLVED: To provide an illuminating apparatus in which a groove can be formed appropriately, a liquid crystal display apparatus and an electronic device, and a method for manufacturing a light guide panel.SOLUTION: When a first groove 861 is formed by irradiating laser beams La on the lower surface 80c opposed to a light-emitting surface 80b of a light guide panel 80 for illuminating apparatus, first of all, the laser beams La are irradiated on an outer periphery region 80t and a second groove 862 is formed. Next, the second groove 862 is inspected. Then, based on an inspection result of the second groove 862, the irradiation condition of the laser beams La is adjusted, and the irradiation position of the laser beams La is moved in a straight line from the formation position of the second groove 862, and formation of the first groove 861 to a scattering reflection region 80a is started. |
