PROBLEM TO BE SOLVED: To enable effective distribution of an advertisement in consideration of a position for displaying the advertisement.SOLUTION: A Web server 20 comprises: a click log storage part 256 that stores a click log for calculating a click frequency, in association with an advertisement and a position; a listing processing part 213 that determines an advertisement to be displayed, according to a predicted click through rate of each advertisement; a bias estimation part 217 that calculates a click through rate for each position, and, with respect to each position, determines a positional bias according to the click through rate; and a Web page generation part 215 that distributes the advertisement so as to display the advertisement with a higher predicted click through rate in an advertisement frame shown by the position with a high bias. |
