1. A pocketed athletic garment, comprising:
an outer layer wherein the outer layer is a skirt; an inner layer wherein the inner layer is a compression garment; and a waistband adapted to extend around the waist of a wearer when the garment is worn and permanently affixed to the outer layer and the inner layer, the waistband including a plurality of pockets having a top edge proximate an upper edge of the waistband and a bottom edge disposed between an outer waistband layer and an inner waistband layer and separated by vertical seams extending from the bottom edge to the top edge of the plurality of pockets wherein each pocket includes an opening having a width that is less than a width of the pocket wherein the outer waistband layer is coextensive with the inner waistband layer.
