PROBLEM TO BE SOLVED: To provide an electro-thermal complex and an electro-thermal actuator.SOLUTION: An electro-thermal complex of the present invention comprises: a flexible polymer structure; and a carbon nanotube paper. The carbon nanotube paper is laminated on one surface of the flexible polymer structure. At least a part of the carbon nanotube paper infiltrates into the flexible polymer structure. The thickness proportion of the carbon nanotube paper and the flexible polymer structure is 1:10 to 1:7. The density of the carbon nanotube paper is 0.5-1.2 g/cm. The carbon nanotube paper has a conductivity of 1000-6000 S/m in one direction X.SELECTED DRAWING: Figure 1
