PROBLEM TO BE SOLVED: To provide a photogravure offset printing apparatus and a photogravure offset printing method, which enable a substrate to be printed efficiently with a smooth thick film.SOLUTION: A photogravure offset printing apparatus 1 includes: a supply part 11 to supply a printing paste P; a gravure roll 12 that is constituted of a smooth plate using a metal mirror surface as a surface 12a and receives a supply of the printing paste P from the supply part 11; a blanket roll 13 that receives the printing paste P from the gravure roll 12 and transfers the printing paste P onto a substrate; and a gap forming part 17 that forms a gap G between itself and the surface 12a of the gravure roll 12 and adjusts a thickness of the printing paste P on the surface 12a passing through the gap G.SELECTED DRAWING: Figure 3
