PROBLEM TO BE SOLVED: To provide a device for generating hydrogen-containing water, in which the efficiency is improved when hydrogen is dissolved in raw water to generate hydrogen-containing water.SOLUTION: The device for generating hydrogen-containing water includes: an anode which is a cylindrical electrical conductor and has a plurality of openings on the side thereof; an electrical insulator which is arranged on the outer peripheral surface of the anode and is contacted with the anode; and a cathode which is arranged on the outer peripheral surface of the electrical insulator, is another cylindrical electrical conductor to be contacted with the electrical insulator and has a plurality of openings on the side thereof. The electrical insulator is a neutral film and has a plurality of openings. The plurality of the openings thereof are 30-300 pieces per 25.4 mm square.SELECTED DRAWING: Figure 2
