PROBLEM TO BE SOLVED: To appropriately inhibit an occurrence of theft of a recording medium.SOLUTION: When a player registers a portable terminal 37 in a dispenser 2, the dispenser 2 (a registration dispenser) in which the portable terminal 37 has been registered, forms a special range to execute a near field communication with the portable terminal 37, and determines whether or the player stays near the dispenser 2 on the basis of the communication result. Further another dispenser 2 (a monitoring dispenser) belonged to a same island as that of the dispenser 2 in which the portable terminal 37 has been registered, forms a monitoring range to execute the near field communication with the portable terminal 37, determines whether or the player stays inside the monitoring range on the basis of the communication result, and, when determining that the player does not stay within the monitoring range in a state where an IC card 33 can be issued, inhibits the issuance of the IC card 33.SELECTED DRAWING: Figure 1 |
