PROBLEM TO BE SOLVED: To improve determination accuracy of a character or non-character determination in comparison with a case where the determination of the character or non-character is made based on an amount of characteristic for each character candidate.SOLUTION: An image characteristic-amount calculation unit 34 is configured to calculate an amount of image characteristic for determining whether a character candidate is a character image for each extracted character candidate, and a first character look-likeness level calculation unit 35 is configured to calculate a first character look-likeness level M1 indicative of a level of each character candidate being the character image on the basis of the calculated amount of image characteristic. A characteristic-amount difference calculation unit 36 is configured to calculate an amount-of-characteristic difference serving as a difference in the amount of characteristic between adjacent or proximate other character candidate and the character candidate. A second character look-likeness level calculation unit 37 is configured to calculate a second character look-likeness level M2 indicative of a level of each character candidate being the character image on the basis of the first character look-likeness level M1 and the amount-of-characteristic difference. A character or non-character determination unit 38 is configured to compare the calculated second character look-likeness level M2 with a threshold α to thereby determine whether each character candidate is the character image.SELECTED DRAWING: Figure 3 |
