PROBLEM TO BE SOLVED: To provide an electrolysis system and a method for generating a biocide containing an electron-deficient carrier fluid and chlorine dioxide.SOLUTION: There is provided a method for generating a biocide by electrolysis which comprises the steps of: supplying a brine solution; supplying a vessel for creating a first path and a second path; flowing a carrier fluid through the vessel; applying potential to a pair of electrodes for generating an anolyte fluid, anolyte gas, a catholyte fluid and catholyte gas in the vessel; removing the anolyte fluid, anolyte gas, catholyte fluid and catholyte gas from the vessel; mixing a part of the anolyte gas and catholyte fluid in order to generate a mixture of ozone gas and a hypochlorite bleach; recirculating a part of the ozone gas by the mixture of ozone gas and a hypochlorite bleach; mixing the anolyte fluid with a hypochlorite bleach solution; mixing a chlorate brine with the hypochlorite bleach solution to generate a mixture of a chlorate brine and a hypochlorite bleach solution; and mixing the anolyte fluid with the mixture of a chlorate brine and a hypochlorite bleach solution to generate a biocide.SELECTED DRAWING: None
