Provided is a base station, comprising a transmission unit for transmitting a physical downlink control channel of an MTC (M-PDCCH) and physical downlink shared channels (PDSCH), wherein a start OFDM symbol of a PDSCH bearing first system broadcast information SIB1 is pre-set, and start OFDM symbols of the M-PDCCH and other PDSCHs are configured by means of SIB1. Also provided are a user equipment and a corresponding method.
