Disclosed are a downlink control channel enhancement method and a relevant device, which are used for avoiding the shortage of code resources caused by downlink control channel enhancement and improving the success rate of the downlink control channel in cross carrier frequency configuration. A wireless network controller comprises: a determination unit for determining an effective cell of downlink control channel enhancement of a user equipment (UE) at a first carrier frequency, and determining a target cell having a cooperative relationship with the effective cell at a second carrier frequency; a generation unit for generating indication information according to the effective cell and the target cell determined by the determination unit, the indication information carrying identification information of the effective cell as well as identification information of the target cell having the cooperative relationship with the effective cell; and a transmission unit for transmitting the indication information generated by the generation unit to the UE.
