PROBLEM TO BE SOLVED: To provide a photo-electric conversion device that can be reduced in height and can be improved in noise resistance, and a signal transmission device using the photo-electric conversion device.SOLUTION: An optical element 4 is connected to an electric contact part 3 and performs photo-electric conversion between an optical waveguide member 6 and the electric contact part 3. An optical coupling member 5 is disposed on one surface of a mount substrate 2 and optically couples the optical element 4 and the optical waveguide member 6. The electric contact part 3 is disposed at one end of the mount substrate 2 and is connected to a counter connector 9 by being inserted into the counter connector 9 in an insertion direction orthogonal to the thickness direction of the mount substrate 2. A shielding member 300 is fixed to the mount substrate 2 so as to cover at least the optical element 4. The shielding member 300 has conductivity and is electrically connected to a reference potential point serving as a reference potential of the electric contact part 3.SELECTED DRAWING: Figure 1
