An electroluminescent device and a display apparatus. The electroluminescent device comprises a base substrate (100), a first substrate (210), and a seal member (300). The first surface of the base substrate (100) is provided with a light-emitting element (110). The first substrate (210) is provided with a first groove. The first groove is disposed opposite to the first surface of the base substrate (100). The seal member (300) is hermetically fixed to the groove wall of the first groove and extends from the groove opening of the first groove. The seal member (300) is provided with a seal groove. The seal groove is disposed opposite to the first surface of the base substrate (100). The part, which extends from the groove opening of the first groove, of the seal member (300) is hermetically fixed to the base substrate (100). The light-emitting element (110) is disposed in the seal groove. The electroluminescent device and the display apparatus reduce the probability that steam in air enters the seal member and is in contact with the light-emitting element, and improve the performance and the life of the electroluminescent device.
