A pharmaceutical formulation of cannabis compounds is provided herein, which is suitable for pulmonary delivery. The formulation comprises a volatile liquid, which includes a mixture of: a cannabis oil extract having a known amount of a medicinal cannabis compound, and an aerosol precursor. The medicinal cannabis compound may include cannabinoids, terpenes, flavonoids, phytosterols, and/or other medicinally relevant compounds found in cannabis. Also provided is an apparatus for converting the volatile liquid into particles suitable for pulmonary delivery. The apparatus includes a reservoir holding the volatile liquid, and an atomizer adapted to atomize the volatile liquid. Activation of the atomizer causes at least a portion of the volatile liquid to atomize to form inhalable particles containing medicinal cannabis compounds. Using the electronic apparatus, the medicinal cannabis compounds may be administered to a patient in a controlled unit dose.
