The present invention relates to a diamond grinding wheel using a resin and tin binder, which improves productivity by increasing processing speed and extending the service life of the wheel, and a manufacturing method thereof. The diamond grinding wheel using a resin and tin binder comprises: a mixing material which comprises a thermosetting heat-resistant resin, tin powder, a stiffener, additives, and inevitable impurities; and diamond powder which is added to the mixing material.
