PROBLEM TO BE SOLVED: To appropriately select a serving base station to respond to a change in an interference state due to a change in a traffic state.SOLUTION: A base station control device determines a plurality of combinations of possible candidates of serving base stations for each user's terminal, and determines a non-transmission base station in each combination. Concerning each combination, the base station control device selects one piece of channel quality information that reflects the non-transmission base station from among a plurality of pieces of channel quality information for each user's terminal. Concerning each combination, the base station control device calculates a metric, which is a reference for selection of the serving base station, for each user's terminal according to the selected channel quality information, and selects a combination of the serving base stations for each user's terminal from among the combinations of the candidates according to the sum total of the metrics for a plurality of user's terminals.SELECTED DRAWING: Figure 12 |
