A multi-stage fire resistant filter panel for improved humidity control in evaporative air conditioners, wherein the panel can be of indefinite dimensions, formed by static compression, or fire resistant, resin bonding of forest waste such as woodchip or similar wood fibres. The panel may consist of two or more layers of varying densities to allow for the control of water droplet migration and airflow parameters that result in improved levels of humidity and exit air temperatures, by regulating the migration of water droplets from the external panel face to the internal panel face.
