The present invention relates to a device for adding a network function for integrated control by using an open programmable network and a method thereof. The device for controlling a network in an SDN environment comprises: an open-flow switch unit which receives a new service packet in correspondence to a request of a user to check whether the new service packet is registered in a flow table; and a control unit which checks whether the new service packet is registered in a service table to activate a corresponding service based on the check result when the new service packet does not exist in the flow table.
