1. An image processing apparatus comprising:
a calculation unit that calculates a total amount of a plurality of colorants to be used for image formation of an image layer to be formed on a recording medium before formation of the image layer as an image layer halftone percentage, the total amount of the plurality of colorants being calculated by a total sum of a plurality of color component signals to be output to an image forming section; and a white layer density determination unit that determines, based on the image layer halftone percentage, a white layer halftone percentage of a white layer to be formed as an underlying layer of the image layer on the recording medium.
