An active matrix substrate comprising: an insulating substrate; a first electrode provided on the insulating substrate; a first insulating layer formed so as to cover the first electrode; and a plurality of second electrodes provided on the first insulating layer, each of the plurality of second electrodes being a plurality of linear electrodes which are arranged at predetermined intervals and are electrically connected to each other, a lateral electric field being applied between the first electrode and the plurality of second electrodes, the first electrode being made of a material having an electrical conductivity and a reflectiveness, and each of the plurality of second electrodes being made of a material having an electrical conductivity, the first insulating layer including at least one first reflection enhancing layer which is made up of a first film and a second film which (i) have respective different refractive indexes, (ii) cause visible light to pass through, and (iii) are respective of a lower layer and an upper layer that are adjacent to each other, the lower layer being closer to the insulating substrate than the upper layer is, in each of the at least one first reflection enhancing layer, the first film having a refractive index lower than a refractive index of the second film, each of the plurality of second electrodes is made of a reflective material; a second insulating layer is formed only to cover the plurality of second electrodes is provided; the second insulating layer includes at least one second reflection enhancing layer which is made up of a third film and a fourth film which (i) have respective different refractive indexes, (ii) cause visible light to pass through, and (iii) are respective of a lower layer and an upper layer that are adjacent to each other, the lower layer being closer to the insulating substrate than the upper layer is; and in each of the at least one second reflection enhancing layer, the third film has a refractive index lower than a refractive index of the fourth film.
