The present invention relates to a thruster and an offshore structure comprising the same. The thruster installed in an offshore structure comprises: a power transmission unit extended from a lower surface of the offshore structure toward a lower side; an operating unit connected to a lower end of the power transmission unit; a propeller rotated by the operating unit; a duct provided to surround an outer circumferential surface of the propeller; and at least one or more rudders provided to a front end or a rear end of the duct to control a direction of an inflow of a propeller or a propeller race in accordance with rotation of the rudder to prevent a thruster race from affecting the inflow of the thruster in order to save energy.
