A method, apparatus and computer program product are provided that may provide a scheme for measurement reporting for minimization of drive tests (MDT) data. In the context of a method, an indication of a handover of a user terminal from a first cell associated with a first public land mobile network (PLMN) to a second cell associated with a second PLMN may be received by the user terminal. Responsive to the handover, an indication of availability of MDT measurement logged data may be provided to the second PLMN. A determination may then be made at the user terminal as to whether to provide the MDT measurement logged data to the second PLMN based on an identity of the second PLMN.

1. A method comprising:
receiving an indication of a handover of a user terminal from a first cell associated with a first public land mobile network (PLMN) to a second cell associated with a second PLMN; causing an indication of availability of minimization of drive tests (MDT) measurement logged data to be provided in response to the handover; and determining, by the user terminal, whether to provide the MDT measurement logged data to the second PLMN based on an identity of the second PLMN, wherein determining whether to provide the MDT measurement logged data comprises failing to respond to a request for the MDT measurement logged data based on the identity of the second PLMN and deleting the MDT measurement logged data based on the identity of the second PLMN.
